Soliciting
Freemansburg Borough requires a Solicitation Permit prior to conducting any solicitation within the Borough. A Solicitation Permit is a local authorization issued by Freemansburg Borough that allows an individual or organization to solicit goods, services, or donations within Borough limits. Solicitation may include, but is not limited to, door-to-door activity, roadside or sidewalk fundraising, or in-person requests conducted in public areas or on private property, subject to the property owner's consent.
The purpose of the permit requirement is to protect Freemansburg residents by ensuring that solicitors are properly identified, operate in compliance with Borough regulations, and do not engage in fraudulent, deceptive, or disruptive conduct. Applicants are required to provide identifying information, a description of the proposed solicitation activity, the dates and times of operation, and any documentation required under Pennsylvania law, including registration with the Pennsylvania Department of State when applicable. A valid permit must be obtained before any solicitation activity begins.
Issuance of a Freemansburg Borough Solicitation Permit does not relieve the permit holder from complying with all applicable federal and Pennsylvania laws, including the Pennsylvania Solicitation of Funds for Charitable Purposes Act. A permit also does not authorize solicitation on private property without the consent of the property owner. The Borough imposes reasonable time restrictions on solicitation to protect public safety, residential privacy, and the general welfare of the community. Permitted solicitation is allowed Monday through Saturday between 9:00 a.m. and dusk, and Sunday between 12:00 p.m. and dusk.
Any person or organization engaging in solicitation within Freemansburg Borough without a required permit, or in violation of permit conditions or Borough ordinances, may be subject to enforcement action, including fines, permit revocation, or other penalties as provided by Borough ordinance and State Law.
